Thus if groups such as the Boy Scouts, the <br />Lions Club, or private businesses receive no city funding, then the accessibility (or <br />inaccessibility) of their particular outings is not the responsibility of the city government. <br />The responsibility of the city could be different, however, if the organization sponsoring <br />the outing were a secondary recipient of federal funding.
