Meeting Minutes of the Main Street Advisory Board <br />107 Kaufman St <br />Paris Texas <br />City Council Chambers <br />Tuesday. Argil 10. 2018 <br />Present: Absent: <br />Glee Erninite Shelley McDowell <br />John Brazile <br />April Coward <br />Kevin Ashmore <br />Laurie Redus, <br />Frances Reed <br />Becky Semple, Chamber Liaison <br />Cheri Bedford, Main Street Manager <br />Cleorme Drake -- City Council Liaison <br />I ) Call meeting to order- Glee Emmite at 4:33 pm Cheri introduced new board member Kevin Ashmore, replacing Cody Kelley. <br />2) Citizens Forum- None <br />3) Approval of minutes of last meeting -- a correction was made to the date on the minutes. Laurie Redus moved to approve the <br />minutes, John Brazile seconded, minutes were approved <br />4) Tammy Glaze from the Paris Community Theater presented a request for a BIG grant for bathroom improvements at the theater. <br />After viewing photos and hearing their plans, John Brazile moved to award a $5000 grant, Kevin Ashmore 2,1d , grant was <br />awarded. <br />5) City Manager John Godwin presented his proposal for a Vacant Building Registry in the CBD. He plans to present to the City <br />Council at the April meeting, This requires building owners to register their building with the city, along with a plan to repair, <br />rehab, and maintain to be updated every 6 months. A complete floorplan for the fire department will also be required. lie <br />presented several options for a fee structure, Glee suggested a fee plan to start in January 2019, so $0 to register this year, then <br />$500 per year after. The penalty for not registering will be similar to a code violation. Glee made a motion for the MSAB to <br />support the Registry, John with the 2" a motion carried, Mr. Godwin also discussed the various options ons to provide funding to <br />encourage and incentivize downtown redevelopment. TIRZ and NEZ zones are options on the table to go along with the <br />Downtown Loan Guarantee program already in place. Laurie moved for the board to support the city in developing plans for <br />TIRZ-TIFF designation. April with the 2 d, motion carried. <br />,6) Main Street Managers updates- Cheri Bedford <br />a) Wine Fest is this weekend, she discussed plans for that. Market Square will open for the season on May 5"'. The old Deshong <br />Motors building will have a new business opening soon. Cheri also reported on her trip to Kansas City for the National Main <br />St. meeting. MSAB will give a quarterly report to the city council at the May 14"meeting. She also presented quarterly <br />reports. <br />7) Committee Liaison Re o - <br />a) HPC .-- Glee said a Certificate of Appropriateness was approved for Richard Drake and Bobby Smallwood's remodeling of <br />the old Paris Music building on Grand Ave. They are also looking at changing the procedure for changes to historic <br />structures, in that minor changes can be approved by Cheri, only major changes will need a Certificate of Appropriateness. <br />They want to change from telling people what they CAN'Tdo, to telling people what they CAN do. May is Historic <br />Preservation Month, and they're working on another Imagine the Possibilities tour. <br />b) Promotions did not meet. <br />c) Economic Vitality needs to name a new chairperson. <br />d) Organization did not meet. <br />e) V&CC -- Becky reported on the Archers' weekend, 1417 registered, 1367 actually came. They had a great weekend, will <br />come again. June 1-2 is the Hwy 82 Garage Sale. Love Civic Center is planning a craft fair as a fundraiser for the civic center <br />on June 2 nd Tour de Paris is gearing up for their 34"' year, they've added a gravel grind to the plans.
