)term No,, 10 750"', 11 TO: City Council John Godwin, City Manager FROM: Carta Easton, PE, City Engineer SUBJECT: TxCDBG DICKSON & ORANGE ST IMPROVEMENTS CONSTRUCTION CONTRACT CLOSE, OUT DATE: May 7, 2018 BACKGROUND: In 2015, the City applied for a grant through the Texas Community Development Block Grant program — Community Development Fund (TxCD,BG — CD), administered by the Texas Department of Agriculture for the replacement of water lines, sewer lines and street repair on Dickson Street from 9'�' NW to I It" NW, and also a sewer line replacement along Orange St. The City was awarded this grant for the 2016-17 budget year, providing $275,000 toward plan development and construction of the proposed improvements. Birkhoff, Hendricks & Carter completed the construction drawings for the project, and a construction contract with B. Bray Construction was authorized in September 2017. STATUS OF ISSUE: B. Bray Construction has completed all work under this contract and requests final payment and release of retainage upon acceptance by the City Council. The original contract amount was $274,975.50. A contract change order in the amount of $2,910.31 was needed to cover additional costs associated with base rock on Dickson Street, bringing the: final contract and pay amount to $277,885.81. Progress payments have been made in accordance with the contract documents, and the only remaining payrnent is for the retained amount of $55,864.08. The original contract time is 120 calendar days, and time commenced on October 23, 2017, making the date for substantial completion February 20, 2018, Due to weather and project related delays beyond the contractor's control, 25 additional days are warranted for the project. Substantial cornpletion of the work was reached on March 16, 2018, and staff is recommending acceptance of the final contract time of 145 calendar days.
