<br />RESOLUTION NO. 97 -137
<br />WHEREAS, the City Council of the City of Paris did heretofore, on the 14th day of April,
<br />1997, in Resolution No. 97 -037, authorize the application for a grant under the Texas Community
<br />Development Program (TCDP) for the purpose of funding the rehabilitation of single - family
<br />homes owned by persons of low- income and handicapped status; and,
<br />WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of June,
<br />1997, in Resolution No. 97 -061, in accordance with the requirements of such grant, establish the
<br />position of "Section 504 Compliance Officer" to provide equal opportunity for access to public
<br />buildings and compliance with the Americans with Disabilities Act and appoint Thomas E. Haynes
<br />thereto; and,
<br />WHEREAS, the Texas Department of Housing and Community Affairs has issued its
<br />Grant Award for the period beginning October 3, 1997, and ending October 2, 1999, in the total
<br />amount of $225,000.00, with $37,000.00 to be provided by the City of Paris in the form of local
<br />matching funds, along with an in -kind contribution from the Lamar County Human Resources
<br />Council, Inc. in the amount of $4,000.00, and up to $57,000.00 in cash from the Cass - Marion
<br />Community Council; and,
<br />WHEREAS, it is deemed to be in the best interests of the citizens of Paris that the City
<br />of Paris accept said Grant Award for funding from the Owner- Occupied Housing Rehabilitation
<br />Fund to continue to improve housing opportunities within the City of Paris; and,
<br />WHEREAS, the form of the Texas Department of Housing and Community Affairs
<br />Contract for Community Development Programs, TCDP Contract No. 717118, attached hereto
<br />as Exhibit A, should, in all things, be approved, and the City Manager of the City of Paris,
<br />Michael E. Malone, should be authorized to execute the same; NOW, THEREFORE,
<br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the
<br />Texas Community Development Program (TCDP) Grant for the period beginning October 3,
<br />1997, and ending October 2, 1999, in the total amount of $225,000.00, with $37,000.00 to be
<br />provided by the City of Paris in the form of local matching funds, along with an in -kind
<br />contribution from the Lamar County Human Resources Council, Inc. in the amount of $4,000.00
<br />and up to $57,000.00 in cash from the Cass - Marion Community Council, for the purpose of
<br />funding the rehabilitation of single- family homes owned by persons of low- income and
<br />handicapped status, be, and the same is hereby, accepted; and,
<br />BE IT FURTHER RESOLVED, that the form of the Texas Department of Housing and
<br />Community Affairs Contract for Community Development Programs, TCDP Contract No.
<br />717118, attached hereto as Exhibit A, be, and the same is hereby, approved; and,
<br />BE IT FURTHER RESOLVED, that the City Manager of the City of Paris, Michael E.
<br />Malone, be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris,
<br />the Texas Department of Housing and Community Affairs Contract for Community Development
<br />Programs, TCDP Contract No. 717118, under the terms and conditions and in the form shown
<br />in Exhibit A, attached hereto.
