EXHIBIT A <br />PERFORMANCE STATEMENT <br />City of Paris <br />Contractor shall carry out the following activities in the target area identified on the map in its 1997 <br />Housing Rehabilitation Fund application. Contractor shall ensure that the amount of funds expended for <br />each activity described herein does not exceed the amount specified for such activity in Exhibit B, Budget. <br />Rehabilitation of Private Properties <br />Contractor shall use a five -year forgivable loan program to rehabilitate a minimum of fifteen (15) <br />owner - occupied units at an average cost of approximately Fifteen Thousand and No /100 Dollars ($15,000) <br />per housing unit for construction costs and approximately One Thousand Four Hundred Sixty -seven and <br />No /100 Dollars ($1,467) per housing unit for soft costs, for a total average cost of Sixteen Thousand Four <br />Hundred Sixty -seven and No /100 Dollars ($16,467) per housing unit. TCDP and local funds shall be <br />utilized for this part of the project. In addition, Three Thousand Eight Hundred and No /100 Dollars ($3,800) <br />per unit in weatherization repairs shall be provided by Community Council, Inc. All units, including units <br />rehabilitated for handicap accessibility, must be brought up to HUD Section 8 Existing Housing Quality <br />Standards in their entirety and cannot be limited to only the provisions of handicapped accessibility items. <br />Sixty-seven percent (67 %) of the units or ten (10) units shall be designated for households with persons <br />with disabilities, and thirty -three percent (33 %) or five (5) units shall be designated for elderly residents. <br />The entire city of Paris shall be the target area. <br />Contractor shall prepare written housing rehabilitation assistance guidelines as required in Section <br />22.E. of this contract, and shall ensure that each housing unit is brought up to HUD Section 8 Existing <br />Housing Quality Standards and the Standard Building Code. These standards shall be utilized to determine <br />the level of assistance provided to each rehabilitated unit. In addition, Contractor shall submit the first three <br />(3) work write -ups to the Department for review and approval before any bids can be advertised. <br />These activities shall benefit thirty -three (33) persons, of which thirty -three (33) or one hundred <br />percent (100 %) are of low to moderate income. <br />Administration <br />Contractor shall assume responsibility for all eligible project - related administration activities, <br />including the required annual program compliance and fiscal audit. <br />Page 1 of 1 <br />
