<br />RESOLUTION NO. 97- 134
<br />
<br />WHEREAS, under the provisions of the Anti Drug-Abuse Act of 1988 (Public Law 100-
<br />690), the State of Texas will receive federal funds to provide funding for the Texas Narcotics
<br />Control Program (TNCP), and the Office of the Governor, Criminal Justice Division, has been
<br />designated to administer said program in the form of grants to units of local government; and,
<br />
<br />WHEREAS, the City Council of the City of Paris deems it to be in the best interests of
<br />the citizens of Paris to seek such assistance for the project entitled "Regional Controlled Substance
<br />Apprehension Program," which will focus on anti-drug law-enforcement at a total estimated cost
<br />of $524,018.00; and,
<br />
<br />WHEREAS, if the application for grant funding is approved, said project is to be funded
<br />by 75% federal funds totaling $393,013.50 and 25% local matching funds totaling $131,004.50
<br />divided between six (6) entities, with the City of Paris's share of such matching funds being
<br />$21,834.08; NOW, THEREFORE,
<br />
<br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
<br />
<br />1. That an application be made to the Office of the Governor, Criminal Justice
<br />Division, for a Texas Narcotics Control Program (TNCP) grant for the project entitled "Regional
<br />Controlled Substance Apprehension Program," and, if such application for grant assistance is
<br />approved, the project is to be funded for one (1) year, beginning June 1, 1998, and ending May
<br />31, 1999, by 75% federal funds totaling $393,013.50 and 25% local matching funds totaling
<br />$131,004.50 divided between six (6) entities, with the City of Paris's share of such matching funds
<br />being $21,834.08,
<br />
<br />2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby,
<br />appointed as the Authorized Official of said project and is authorized and directed to execute, on
<br />behalf of the City of Paris, the application for grant funding in the form shown in Exhibit A,
<br />attached hereto.
<br />
<br />3. That Karl Louis, Chief, Paris Police Department, be, and he is hereby, appointed
<br />as Project Director and is hereby authorized and directed to execute and deliver, on behalf of the
<br />City of Paris, all reports, communications, assurances, contracts, and documents necessary for the
<br />completion of said project.
<br />
<br />4, That W. E. Anderson, Director of Finance, be, and he is hereby, authorized and
<br />directed to serve as the Financial Officer for said project and to receive and distribute funds for
<br />purposes of said project; and,
<br />
<br />BE IT FURTHER RESOLVED, that, in the event of loss or misuse of grant funds, the
<br />City Council of the City of Paris hereby assures the Criminal Justice Division that funds will be
<br />returned to it in full; and,
<br />
<br />BE IT FURTHER RESOLVED, that, upon acceptance of any grant award by the City
<br />of Paris, W. E. Anderson, Director of Finance, be, and he is hereby, authorized and directed to
<br />secure a fidelity bond covering the full amount of Criminal Justice Division funds.
