Item No. 8
memorandum
TO: Mayor & Council
FROM: John Godwin, City Manager
SUBJECT: PUMP TRACK PROJECT
DATE: June 29, 2018
BACKGROUND: As I previously reported to the council by email, a pump track is one of the
projects our parks plan update called for to be submitted for a Texas Parks & Wildlife outdoor
recreation grant by October 1. Since that time, local interest and support has grown significantly,
and we have partnerships with the VCC, Rotary Club, and a number of local businesses and
individuals. This will allow us to construct a larger facility and draw many more users, including
those from outside the city. Additional private funding and partners will also give us more points
towards award of the state grant.
STATUS OF ISSUE: We have met with a designer, who has begun preliminary layout and cost
estimating, information that will be necessary for our submission to TPWD. We are also
working with Hayter Engineering, which has extensive experience working with TPWD grant
processes, applications, and staff. The proposed site is at the Sports Complex, but located near
Collegiate Road, immediately west of the existing large pavilion, thereby giving it great
visibility, tying it to the Trail de Paris and the Love Center, and utilizing existing infrastructure.
BUDGET: Project cost will be approximately $500,000; the city's share will be $100,000, paid
from 2017 parks bond proceeds.
RECOMMENDATION: Presentation only; a resolution will need to be passed prior to formal
submission of the grant application to Texas Parks and Wildlife.
