MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />July 16, 2018 <br />The City Council of the City of Paris met for a special session at 5:30 p.m. on Monday, <br />July 16, 2018, at the City Council Chamber, 107 E. Kaufrnan, Paris, Texas. <br />Present: Mayor: Steve Clifford <br />Council Members: Renae Stone; Billy Trenado; Clayton Pilgrim; and <br />Paula Portugal <br />City Staff John Godwin, City Manager; Stephanie Harris, City <br />Attorney; and Janice Ellis, City Clerk <br />Absent: Council Member: Linda Knox <br />O enin,,, A . enda <br />1. Call meeting to order. <br />Mayor Clifford called the meeting to order at 5:30 p.m. <br />Regular Agenda <br />2. Convene into Executive Session pursuant to Section 551.087 of the Texas Government <br />Code, (1) to discuss o deliberate regarding commercial or financial information that the <br />governmental body has received from a business prospect that the governmental body <br />seeks to have locate, stay, or expand in or near the territory of the governmental body and <br />with which the governmental body is conducting economic development negotiations; or <br />(2) to deliberate the offer of a financial or other incentive to a business prospect described <br />by Subdivision (1), as follows: American Spiral Weld. <br />Mayor Clifford convened City Council into executive session at 5:30 p.m. <br />3. Reconvene into Open Session and possibly take action on those matters discussed in <br />Executive Session. <br />Mayor Clifford reconvened City Council into open session at 7:35 p.m. Mayor Clifford <br />made a Motion to authorize the PEDC to spend up to $250,000 for additional expenses related to <br />the American Spiral Weld Project, and authorize the PEDC to spend up to $1,000,000 for jobs <br />over the threshold amount, and approve a deescalating tax abatement of capital expenditures at a <br />rate of 100% for the first year, 100% for the second year, 70% for the third year, 70% for the <br />fourth year, 50% for the fifth year, 25% for the sixth year and 25% for the seventh year. Council <br />Member Portugal seconded the motion. Motion carried, 6 ayes — 0 nays. <br />
