Item No. 9 TO: City Council John Godwin, City Manager FROM: Michael Paris, PEDC Executive Director SUBJECT: PUBLIC HEARING FOR TEXAS CAPITAL FUND GRANT APPLICATION DATE: August 7, 2018 BACKGROUND: The City of Paris, through efforts of the Economic Development Corporation, is currently working to secure a contract with the American Spiralweld Pipe Company (ASWP) for their new plant location in the Northeast Texas region. The prospective project site requires that certain infrastructure be relocated, removed, or reconstructed to support the proposed development, including the rehabilitation of an existing Kiamichi Rail Spur. There is an opportunity to recover some of the capital improvement costs of these types of improvements through the Texas Community Development Block Grant Program (TxCDBG), administered by the Texas Department of Agriculture. A grant administrator has been selected, and the application is being currently prepared for submission. STATUS OF ISSUE: As part of the grant application process, a public hearing is required by the Texas Department of Agriculture. The purpose of the hearing is to allow citizens an opportunity to discuss the citizen participation plan, the development of local housing and community development needs, the amount of TxCDBG funding available, all eligible TxCDBG activities, and the use of past TxCDBG funds. BUDGET: N/A RECOMMENDATION: Conduct a public hearing on August 13, 2018, in order to allow the application process to move forward.
