Item No. 9 <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Michael Paris, PEDC Executive Director <br />SUBJECT: PUBLIC HEARING FOR TEXAS CAPITAL FUND GRANT <br />APPLICATION <br />DATE: August 7, 2018 <br />BACKGROUND: The City of Paris, through efforts of the Economic Development Corporation, <br />is currently working to secure a contract with the American Spiralweld Pipe Company (ASWP) <br />for their new plant location in the Northeast Texas region. The prospective project site requires <br />that certain infrastructure be relocated, removed, or reconstructed to support the proposed <br />development, including the rehabilitation of an existing Kiamichi Rail Spur. There is an <br />opportunity to recover some of the capital improvement costs of these types of improvements <br />through the Texas Community Development Block Grant Program (TxCDBG), administered by <br />the Texas Department of Agriculture. A grant administrator has been selected, and the <br />application is being currently prepared for submission. <br />STATUS OF ISSUE: As part of the grant application process, a public hearing is required by the <br />Texas Department of Agriculture. The purpose of the hearing is to allow citizens an opportunity <br />to discuss the citizen participation plan, the development of local housing and community <br />development needs, the amount of TxCDBG funding available, all eligible TxCDBG activities, <br />and the use of past TxCDBG funds. <br />BUDGET: N/A <br />RECOMMENDATION: Conduct a public hearing on August 13, 2018, in order to allow the <br />application process to move forward. <br />
