<br />ATPA-11 <br /> <br />AUTOMOBILE THEFT PREVENTION AUTHORITY <br /> <br />PROGRAM NARRATIVE <br /> <br />1. Problem Statement (See Instructions on pages 14.a and 14.b.1 <br /> <br />Prior to the inception of our Auto Theft Task Force in 1994, the City of Paris <br />and Lamar County had a high rate of automobile thefts er capita. In 1993 Par" <br />one hundred forty (140) automobile thefts, or e (1) per one hundred eighty (180) ; <br />persons, according to UCR reports. <br /> <br />In 1994, our unit accomplished a twenty-five percent (25%) reduction in the <br />auto theft rate in Paris and Lamar County. In 1995, the rate was reduced another ten <br />percent (10%). Our goal in 1996, was to reduce the theft rate by five percent (5%). <br />The UCR reports show a decrease of approximately eight and one-half percent <br />(8.5%) for the year of 1996. <br /> <br />Since the inception of our auto theft unit in September, 1994, we have <br />recovered approximately two million dollars ($2,000,000.00) in property. We have <br />made over one hundred (100) arrests. <br /> <br />The agencies in our grant area do not have the manpower to have full time <br />auto theft investigators. The ATPA funded unit is a very valuable asset in this area. <br />Our Auto Theft Task Force works closely with the Texas Department of Public Safety <br />MVTS to cover the area we have. With the assistance of D.P.S., we hav-!l been able <br />to provide auto theft training for patrol officers in this area.
