ATPA-13 AUTOMOBILE THEFT PREVENTION AUTHORITY PROGRAM NARRATIVE 3. Proposed Project Activities (See Instructions on pages 14.a and 14.b.) (c) (d) (e) (f) (g) (h) (i) (j) - (a) (b) Our goal is to decrease the auto theft rate in Paris and Lamar County by five percent (5%) during the upcoming grant year. Our proposed activities and objectives are to continue providing two (2) full-time police officers to work in a multi-jurisdictional area in cooperation with the other agencies and organizations to prevent, educate, apprehend, and prosecute in the incidents of auto theft. Our project will impact the stated problem by allowing two (2) officers to continue working full-time on auto thefts rather than a part-time basis by several officers. The word has spread in the grant area that we are concentrating on this problem. The functions of the personnel involved will continue to be a Detective Sergeant and an Investigator who work diligently to enforce all auto theft laws, make proper reports, maintain records, and work to educate officers and citizens on ways to prevent auto theft. Our unit continues to impact this area. The estimated population of the grant area is over 100,000. The City of Paris and Lamar County continue to be involved in many other grant programs, such as the Regional Drug Task Force, Police Athletic League, Juvenile Gang Officers, Community Policing Program, and School Resource Officers. These grants are ongoing. First and foremost would be the UCR crime reports, which are prepared showing the amount of vehicles, stolen and recovered. We are the only Auto Theft Task Force in northeast Texas that assists other agencies. We have complete cooperation with the Texas Department of Public Safety, M.V.T.S. and the East Texas Task Force in Tyler to cover all areas in east and northeast Texas. We will continue to train officers of the surrounding area in detecting and preventing auto thefts. All officers have had cross-cultural and ethnic~iversity training which is conducted on a regular basis at the Paris Police Department. Also, we are an equal opportunity employer. ~..
