AUTOMOBILE THEFT PREVENTION AUTHORITY ATPA-15 DESIGNATION OF GRANT OFFICIALS ATPA rules require that three persons be designated to the positions of Authorized Official, Project Director, and Financial Officer for the purposes of administering a grant. The Project Director and the Financial Officer may not be the same person, but under extenuating circumstances, one person may otherwise fill two positions.
