Discuss, conduct a public hearing and act on ORDINANCE NO. 2018-019: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOT 2, CITY BLOCK 257-D, <br />0.21 ACRES, BEING LOCATED AT 365 28TH N.E. STREET, IN THE CITY OF <br />PARIS, LAMAR COUNTY, TEXAS, FROM A SINGLE-FAMILY DWELLING <br />DISTRICT NO. 2 (SF -2) TO A GENERAL RETAIL DISTRICT (GR); DIRECTING A <br />CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />City Manager John Godwin explained that the applicants were requesting this zoning <br />change for the purpose of constructing an office on the site. He said the owner plans to demolish <br />the existing structure and build the new office building facing west on Collegiate. Mr. Godwin <br />also said the Planning and Zoning Commission, as well as staff recommended approval. <br />Mayor Clifford opened the public hearing and asked anyone wishing to speak in support <br />or opposition of this item, to please come forward. With no one speaking, Mayor Clifford closed <br />the public hearing. <br />A Motion to approve the zoning change was made by Mayor Clifford and seconded by <br />Council Member Knox. Motion carried, 6 ayes — 0 nays. <br />11. Discuss and act on ORDINANCE NO. 2018-020: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 7, <br />"BUILDINGS AND BUILDING REGULATIONS," OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS TO ADD ARTICLE VIII, <br />"RESIDENTIAL RENTAL PROPERTY MAINTENANCE CODE;" MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Godwin said this had been discussed for several years, and this past December he <br />was instructed by City Council to put together an ordinance. He explained that a committee was <br />formed of five local property owners to give feedback, and as a result of the committee's <br />feedback changes were made to the ordinance. Mr. Godwin said the ordinance addressed six <br />very basic standards, which included failing roofs, failing foundations, dangerous electricity or <br />gas, no functioning water or sewer, no windows or doors. Mr. Godwin said properties would <br />only be inspected if a complaint was received or a violation was observed by a city employee. <br />
