Discuss, conduct a public hearing and act on ORDINANCE NO. 2018-019: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE LOT 2, CITY BLOCK 257-D, 0.21 ACRES, BEING LOCATED AT 365 28TH N.E. STREET, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A SINGLE-FAMILY DWELLING DISTRICT NO. 2 (SF -2) TO A GENERAL RETAIL DISTRICT (GR); DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. City Manager John Godwin explained that the applicants were requesting this zoning change for the purpose of constructing an office on the site. He said the owner plans to demolish the existing structure and build the new office building facing west on Collegiate. Mr. Godwin also said the Planning and Zoning Commission, as well as staff recommended approval. Mayor Clifford opened the public hearing and asked anyone wishing to speak in support or opposition of this item, to please come forward. With no one speaking, Mayor Clifford closed the public hearing. A Motion to approve the zoning change was made by Mayor Clifford and seconded by Council Member Knox. Motion carried, 6 ayes — 0 nays. 11. Discuss and act on ORDINANCE NO. 2018-020: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 7, "BUILDINGS AND BUILDING REGULATIONS," OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS TO ADD ARTICLE VIII, "RESIDENTIAL RENTAL PROPERTY MAINTENANCE CODE;" MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE. Mr. Godwin said this had been discussed for several years, and this past December he was instructed by City Council to put together an ordinance. He explained that a committee was formed of five local property owners to give feedback, and as a result of the committee's feedback changes were made to the ordinance. Mr. Godwin said the ordinance addressed six very basic standards, which included failing roofs, failing foundations, dangerous electricity or gas, no functioning water or sewer, no windows or doors. Mr. Godwin said properties would only be inspected if a complaint was received or a violation was observed by a city employee.
