<br />RESOLUTION NO. 96-055 <br /> <br />WHEREAS, market forces, technological changes utility industry practices, and <br />federal and state legislative and administrative body rule-making have greatly impacted the <br />ability of cities to maintain local control of land use decisions, city property, utility rate <br />regulatory authority, and to preserve city revenue streams and a meaningful role for cities <br />as a process participant; and, <br /> <br />WHEREAS, it is imperative that cities stay informed in these matters, and <br />participate and work cooperatively to protect the interests of cities and the public; and, <br /> <br />WHEREAS, there exists among Texas cities a strong interest in participating in a <br />common effort to protect these interests; NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: <br /> <br />I. That the City of Paris agrees to participate with such other Texas cities in the <br />Texas Coalition of Cities for Franchised Utility Issues ("Coalition "). Such coalition <br />will (a) collect, analyze, discuss and distribute information on utility related <br />matters; (b) participate and develop positions in utility regulatory body rule-making <br />dockets and on bills proposed in the legislature relating to utility matters; and (c) <br />work cooperatively on matters relating to utility franchises and fee issues. <br /> <br />2. That the City Attorney of the City of Paris, T. K. Haynes, or his designee be, and <br />he is hereby, authorized and directed to participate on the Coalition committee and <br />receive notices concerning Coalition Committee activities at the following address: <br /> <br />T. K. Haynes, City Attorney <br />City of Paris <br />P. O. Box 9037 <br />Paris, TX 75461 <br />(903) 785-0926 <br /> <br />3. That the payment of the participation fee to the Texas Coalition of Cities for <br />Franchised Utility Issues be, and the same is hereby, authorized. <br /> <br />4. That the City Manager of the City of Paris, Michael E. Malone be, and he is <br />hereby, authorized and directed to take those steps reasonable and necessary to <br />comply with the intent of this resolution. <br /> <br />5. That this resolution shall take effect immediately from and after its passage. <br /> <br />PASSED AND ADOPTED on this the 10th day of June, 1996, by a vote of ~ <br />ayes and --1L nays at a regular meeting of the City Council of the City of Paris, Paris, <br />Texas. <br /> <br />E,f~~~ <br /> <br />- <br /><" <br />
