Owner: Celestine Thomas, c/o Rita C. Dixon PLLC, 8700 Stonebrook Pkwy <br />Box 1996, Frisco TX 75034 <br />Robert Talley stated Rita Dixon, Ms. Thomas' attorney, is present. House is <br />unsecure; deteriorated wood on exterior; windows missing; needs new roof <br />covenng. <br />Robert Talley's recommendation: Declare a nuisance, demo within 30 days <br />or city has the right to do so. <br />Rita Dixon, appointed by Dallas County Court #2 as guardian of Celestine <br />Thomas' estate. Appointed June 22, 2017, to liquidate real properties of Ms. <br />Thomas. Has signed 6 -month contract with local realtor to sell property. No <br />plans to fix it up. Court date 09/13/18 to follow up with properties. Dependent <br />guardianship; needs approval from court to make decisions other than putting up <br />for sale. Request hold on decisions here today until that date has come. <br />Commission questions: <br />Q — What value did they put on the house? <br />A - $5,000 for house and lot next to it. <br />Q — Did the realtor give you any indication of whether the property would sell? <br />A — Said they would do the best they can. <br />Q — If we grant an extension, what about securing the property? <br />A — (Talley)Would recommend owner/guardian secure the property rather than <br />the city. <br />Q — Ms. Harris, can this commission issue orders to demolish if there's a contract <br />with a realtor to sell? <br />A — See no reason the commission cannot issue demo order. <br />Q — Mr. Talley, do you believe this house is repairable? <br />A — I've seen houses in worse condition that have been repaired. Also, it is <br />easier to sell these properties without a demo order on it. <br />Motion was made by Ben Vaughan to table for 90 days, seconded by Johnny <br />Norris. Motion carried. 4-2. Ken Kohls and Mike Folmar voted no. <br />A. 2591 W Houston; Sperry's 3`d Addition Block 1, Lot 5 <br />Owner: Arnelle Camster, 715 E Cherry, Paris TX 75460 <br />Robert Talley stated owner is deceased. No known living relatives. Missing <br />siding; roof beginning to sag; back of house has fallen in; unsecure. <br />Robert Talley's recommendation: Declare nuisance, demo with 30 -days or <br />city has the right do so. <br />Motion was made by Mike Folmar, seconded by Sally McEwin to accept <br />amended recommendation. Motion carried unanimously. 6-0 <br />
