Item No. 19 <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: CIVIL SERVICE COMMISSION APPOINTMENT <br />DATE: August 14, 2018 <br />BACKGROUND: Because our police and fire departments operate under a civil service system, <br />we are required to have a local three-member civil service commission. Members' terms vary in <br />length, so do not expire at one time. Pursuant to Local Government Code § 143.006(b), the City <br />Manager is required to appoint commission members and City Council confirms the <br />appointments. <br />STATUS OF ISSUE: On June 25, Sims Norment was appointed to the Planning & Zoning <br />Commission leaving an unexpired term on the Civil Service Commission. Del Drake has <br />submitted a board application. Mr. Drake has been a deputy constable, worked at the police <br />department for a number of years prior to joining the Texas Alcoholic Beverage Commission as <br />an agent. After retiring from TABC, he worked in their Internal Affairs Department. Staff is <br />recommending Del Drake be appointed to fill the unexpired term of Mr. Norment. <br />BUDGET: NA. <br />RECOMMENDATION: Confirm appointment of Del Drake to serve on the Civil Service <br />Commission. <br />
