<br />VII. PROJECT DESCRIPTION. Provide a clear and concise description of the proposed project in the <br />space below. The description must detail all work to be performed; any right -of-way or easements <br />required; any special land uses planned and the relationship between the project and any other work <br />planned. presently under construction or existing. Be sure to include any engineering or design work <br />that may need to be performed. The metric system must be used in agreements, maps, property <br />descriptions and plans, <br /> <br />The City of Paris, Texas proposes to rehabilitate and operate the historic Santa Fe & Frisco Railroad Depot as a historical interstate <br />multi-modaltransDortation center. The project will serve as an essential enhancement 10 the transportation capabilities of thc city of <br />Paris. and surrounding counties. The rchabilitated building will accommodate transportation serviccs including rail. bicycles. <br />private cars. and pedestrians. The building has been determined to be eligible for listing on the National Register of Hisloric Places. <br /> <br />The site will accommodate the following activities: passcnger and visitor parking. bicycle storage. outdoor passenger wailing, <br />passenger train embarking/disembarking, baggage/freight loading and tlnloading. and pedestrian circulation. The 1st lloor of the <br />building interior will accommodate the following activities: indoor passenger waiting, ticketing, baggage & freighl check-in. <br />baggage storage. freight storage. public rest rooms, public telephone use, disbursing travel information from Visitor Center, selling of <br />travel needs and gifts from original newsstand, , and office space for transportation dispatch and administrative offices. The 2nd <br />lIoor of the building interior. within thc towcr. will accommodatc mechanical equipment and storage. As an enhancement to its <br />transportalion usage, the building will pennanently display the transportation history exhibits of Paris within the 1st lIoor Visitor <br />Center. Please refer to the proposed building lIoor plans in Attachment I for the exact functions of each room. <br /> <br />The project site is a 1.62 hectares (4.0 acre) tract ofland out of the Kiamichi Railroad's right of way. No other structures occupy Ille <br />site. The site contains approximately 200 meters of railroad track that connects offsite to the Kiamichi main track running north to <br />Htlgo. Oklahoma. The site requires no general demolition work. This onsite track is extremely valuable for Kiamichi Railroad <br />excursion train use. as well as for displaying historic rolling stock in Ille proper historical context. <br /> <br />The historic Santa Fe & Frisco Railroad Depot and site will be rehabilitated as follows: the building exterior (walls. roof. etc.) will <br />be restored to its circa 1910 appearance. The building interior. including the 1st floor and 2nd floor (tower) will be rehabilitated so <br />as to preserve, to the greatest extent possible. its original historic character. The restoration of missing historic interior finishes, <br />such as the original marble wainscoting. will be limited in scope so as to reduce overall project cost. The existing parking lot will be <br />retained as is. with the addition of handicapped parking stalls. Existing concrete passenger platforms surrounding the building and <br />serving the tracks will be repaired and augmented so as to include bicycle racks. as well as to provide an ADA accessible route <br />between the parking lot and Ille building. The provision of historically compatible landscaping. site furnishings and lighting is not <br />included in this scope of work and is not part of this request for ISTEA funding. <br /> <br />Rehabilitation work will include the removal of later additions and alterations to the building which detract from its historic <br />character, such as the walls in the proposed Railroad Dispatch & Administration room. as well as the reconstruction of damaged <br />eaves, ceilings and metal gutters. <br /> <br />Insofar as it docs not damage significant historical building components, a minor amount of new interior construction will be added <br />to accommodate new transportation uses within the building. The new construction will be compatible in size. scale, material. color <br />and character with the historic character of the building. New constmetion will include new toilet stall and fixtures within existing <br />public restrooms, new plumbing and electrical systems, new heating and cooling systems. new interior lighting......Hazardous <br />materials abatement will be performed for asbestos and lead paint. <br /> <br />All work perfomled will be in conformance with applicable provisions of the National Historic Preservation Act and in full <br />consultation with the Texas Historical Commission. <br />
