CITY OF PARIS, TEXAS, POLICE DEPARTMENT <br />AND <br />LAMAR COUNTY, TEXAS, SHERIFF'S OFFICE <br />EDWARD EYRNE MEMORIAL JUSTICE ASSISTANCE GRANT 2018 <br />Program Narrative <br />The City of Paris is applying for this funding under the name of SO FLIR CID Theft 2018. <br />The goal of the project is to provide new equipment to both the Paris Police Department <br />and the Lamar County Sheriffs Office which officers and deputy sheriffs can depend on to <br />function as needed. Our strategy of procuring and installing the equipment will be to use it <br />for the protection of officers, along with use of the equipment in our delivery of services to <br />our citizens. <br />The equipment sought through this grant for the police department include a video system <br />capable of being mounted in a 'bait' vehicle for the prosecution of motor vehicle theft. <br />We have a system in place this was basically homemade and although it has provided <br />evidence on several cases, it is not designed for the task at hand and is extremely <br />unreliable. The use of this new system will assist in the prosecution of those involved in <br />motor vehicle thefts and those involved in the burglary of vehicles. <br />As one can determine by the history of our applications with JAG funds, we have a close <br />relationship with our local sheriff's office. This system can and will be shared with the <br />sheriffs office as requested. Once the system is procured, and personnel trained, we <br />anticipate the system will be in use in just a few months. We also anticipate this system and <br />the abilities provided by this system will involve the entire length of the grant. <br />The FLIR units will be used by the Sheriff s office deputies on patrol and Criminal <br />Investigations, searches for suspects and missing persons. The FLIR handheld unit is <br />multifunctional for all LE needs and deployments. These FLIR units are exceptional tools <br />for locating evidence, wanted persons, and missing persons. Officer safety is greatly <br />enhanced with the use of the FLIR units. The other expenditure by the Sheriff s Office <br />includes three Kenwood TK-2312HVK VHF 5 watt 128 Ch. Portable Radios with <br />microphone. These will also be used by Lamar County Deputies for Officer Safety and in the <br />course of their law enforcement daily duties that require communications with Dispatch, <br />Law Enforcement, and first responders. <br />
