<br />RESOLUTION NO. 96-025 <br /> <br />WHEREAS, the City Council of the City of Paris is aware of community needs <br />for which local funds have not been and will not be available to accomplish. Such needs <br />are in the area of water and sewer service; and, <br /> <br />WHEREAS, the City Council of the City of Paris did heretofore on the 15th day <br />of September, 1994, in Resolution 94-120, apply for a Texas Community Development <br />Program Grant through the Texas Department of Housing and Community Affairs for the <br />Community Development Fund, which said application was denied; and, <br /> <br />WHEREAS, the City Council desires to develop a viable urban community, <br />including decent housing and a suitable living environment and expanding economiC <br />opportunities, principally for persons of low/moderate income; and, <br /> <br />WHEREAS, certain conditions exist which represent a threat to the public health <br />and safety; and, <br /> <br />WHEREAS, the City Council of the City of Paris is desirous of processing another <br />application for funding under the Texas Community Development Program for sanitary <br />sewer mains to serve the residents on FM 79, 18th St. N.W., 19th St. N.W. and Butler <br />Lane, north of Loop 286 N.W. at a total cost of $400,000.00, with $250,000.00 to be <br />provided by grant and $114,654.00 to be provided by the City of Paris in the form of local <br />funds and $35,346.00 of in kind engineering-architectural services; NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: <br /> <br />1. That a reapplication be made to the Texas Department of Housing and Community <br />Affairs for Texas Community Development Program grant under the Communitv <br />DeveloDment Fund for sanitary sewer mains in the amount of $250,000.00, being <br />approximately 62.5 % of the estimated cost of the project with the City of Paris providing <br />$114,654.00 in the form of local funds and $35,346.00 of in kind engineering-architectural <br />services <br /> <br />2. That such reapplication address the following activities: <br /> <br />a) Extension of sanitary sewer mains to serve the residents on PM 79, 18th <br />Street N.W., 19th Street N.W. and Butler Lane, north of Loop 286 N.W. <br /> <br />b) Provide sanitary sewer service to each residence and disconnect from septic <br />systems. <br /> <br />3. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby <br />appointed as the Authorized Official of said project and is authorized and directed to <br />execute on behalf of the City of Paris the application for grant in the form attached hereto <br />as Exhibit A. <br />
