MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />September 4, 2018 <br />The City Council of the City of Paris met for a special session at 5:30 p.m. on Tuesday, <br />September 4, 2018, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. <br />Present: Mayor: Steve Clifford <br />Council Members: Renae Stone; Billy Trenado; Linda Knox; Clayton <br />Pilgrim; and Paula Portugal <br />City Staff John Godwin, City Manager; Stephanie Harris, City <br />Attorney; Janice Ellis, City Clerk; Gene Anderson, <br />Finance Director; Carla Easton, City Engineer; <br />Doug Harris, Utilities Director; Bob Hundley, <br />Police Chief; Thomas McMonagle, Assistant Fire <br />Chief; Clyde Crews, Fire Marshal; Kent <br />Klinkerman, EMS Director; Jerry McDaniel, Public <br />Works Director; and Priscilla McAnally, Library <br />Director <br />1. Call meeting to order. <br />Mayor Clifford called the meeting to order at 5:30 p.m. <br />2. Conduct the first public hearing on the City's proposal to increase tax revenues from the <br />preceding tax year and to set the tax rate for 2018. <br />City Manager John Godwin explained the tax rate would remain the same but because <br />property values increased, they were required to have a public hearing. <br />Mayor Clifford opened the public hearing and asking for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Clifford closed the public <br />hearing. <br />3. Conduct a public hearing on the City Manager's proposed budget for fiscal year 2018- <br />2019. <br />Mr. Godwin said he did not have anything new on this item. <br />Mayor Clifford opened the public hearing and asking for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Clifford closed the public <br />hearing. <br />4. Discuss and act on a Resolution calling a public hearing on proposed amendments to the <br />proposed budget for fiscal year 2018-2019. (if needed) <br />
