The meeting of the Planning and Zoning Commission was called to order at 5: 30 p. m. by Keith <br />Flowers, Chairman. <br />The following members were present: James O'Bryan, Keith Flowers, Mark Pankaj, John <br />Lee, Rick Hundley, Sims Norment, and Chad Lindsey. <br />Also present were John Godwin, City Manager, Billy Trenado, City Council Liaison and <br />concerned citizens. <br />2. Approval of minutes from previous meetings. (July 2, 2018) <br />Motion was made by Keith Flowers, seconded by Mark Pankaj to approve minutes for the July <br />2, 2018 meeting. Motion carried 7-0. <br />3. Public hearing to consider and take action regarding the petition of Scott & Kristi Hearne for <br />a change in zoning from a One -Family Dwelling (SF2) to Multiple -Family Dwelling (MF2), on <br />City Block 257-B, Lot 11 A, 0.30 Acres being located at 2531 Pine Bluff. <br />John Godwin, City Manager, discussed the background and status of issue with commissioners <br />stating Scott and Kristi Hearne have applied for a zoning change on a 0.300 acre lot at 2531 <br />Pine Bluff. The purpose of their request is to change the zoning from SF -2 Residential to MF -2 <br />Residential in order to construct a duplex on this vacant property. <br />STATUS OF ISSUE: There are several other duplex buildings in this area, on various streets, <br />and at least one triplex. The future land use plan calls for medium density residential for this <br />area; therefore, this proposed change in zoning is consistent with the city's plan, and would fit <br />in with existing residential usage. <br />If the zoning change is approved, the owners will be required to seek a variance from the city's <br />Board of Adjustment, because the lot is not deep enough to meet building setback requirements <br />for either a duplex or a single family home. However, this is not a zoning issue. There are no <br />flood zone issues or other restrictions. <br />Public hearing was declared open. <br />Scott Hearne, owner of subject property, stated that they are planning on building duplexes <br />similar to others in the surrounding areas. <br />
