Item No. 13 <br />TO: Planning and Zoning Commission <br />John Godwin, City Manager <br />FROM: Carla Easton, PE, City Engineer <br />SUBJECT: THE HAMILTON OAKS APARTMENTS ADDITION — CB 262 <br />FINAL PLAT <br />DATE: September 19, 2018 <br />BACKGROUND: Ken Hamilton, dba Clancy Investments Texas, LLC, owns 13.38 acres in the <br />1100 block of 20th NE, and proposes to develop a multi -family apartment complex. The property <br />is currently zoned Multi -Family Dwelling District 2 (MF -2). <br />STATUS OF ISSUE: The owner has submitted a final plat of the property, along with a <br />subdivision improvement agreement and guarantee of construction for the public infrastructure, <br />which includes approximately 400' of sanitary sewer. It appears that the plat and the subdivision <br />improvement agreement comply with the City of Paris subdivision regulations, subject to the <br />following revisions. <br />1. Provide the proposed plat name and legal description in the title block. <br />2. Provide a drainage and utility easement along the east property line to accommodate <br />flow from upstream properties. <br />3. Provide drainage easements for proposed detention ponds. <br />4. Provide easements for franchise utilities to serve each building. <br />5. This property is in the FEMA delineated 100 -year flood plain. Remove note stating it <br />is not. <br />6. Revise the water main location to match the approved site plan. <br />The Planning & Zoning Commission approved of the final plat with noted revisions on <br />September 18, 2018. <br />RECOMMENDATION: Approve the final plat with noted revisions, and authorize the City <br />Manager to execute a subdivision improvement agreement with Clancy Investments Texas, LLC, <br />for installation of public sewer lines necessitated by the development project. <br />
