Item No. 15 <br />memorandum <br />TO: Mayor & Council <br />FROM: John Godwin, City Manager <br />SUBJECT: ZONING CHANGE, 3703 LAMAR AVENUE <br />DATE: September 18, 2018 <br />BACKGROUND: Jodie Greb has applied for a zoning change on an occupied lot at 3703 Lamar <br />Avenue. The purpose of this request is to change the zoning from General Retail to General <br />Retail with a Special Use Permit in order to add permanent make-up tattooing and micro-blading <br />into an existing salon, Cosmopolitan Beauty. <br />STATUS OF ISSUE: This existing shop is located inside an established, highly trafficked center, <br />near the very busy intersection of Lamar and NE Loop 286. A few parcels in the area are zoned <br />Commercial, but a majority are General Retail, and the future land use plan also calls for the <br />subject lot, and in fact the entire area, to be General Retail. The commission and city council <br />previously discussed and approved a request very much like this one when another existing shop, <br />also inside an existing building, desired to add only these additional services. No other tattooing <br />activities are requested or would be allowed based on the SUP approval language. <br />On September 18 the planning and zoning commission recommended approval by a 6-0 vote. <br />The owner spoke in favor; no one else came forward. <br />RECOMMENDATION: Approve zoning change from General Retail to General Retail -SUP. <br />
