Regular Council Meeting <br />September 10, 2018 <br />Page 3 <br />City Manager John Godwin said they had discussed this project several months ago, and <br />the deadline to submit a grant application for a pump track to Texas Parks and Wildlife was <br />October 1. Mr. Godwin also said the proposed site for the pump track was at the Sports <br />Complex and the City's share of the cost would be $100,000, which would come from the 2017 <br />parks bond proceeds. Mr. Godwin said approval of the resolution was part of the grant <br />application. <br />A Motion to approve this item was made by Mayor Clifford, and seconded by Council <br />Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />10. Discuss and act on a private hangar ground lease. <br />Mr. Godwin explained that staff was working on a hanger development project with Dr. <br />Colin Marino, who needs storage for his airplane. Mr. Godwin said the hangar ground lease was <br />the standard lease, with the City retaining ownership of the land. He said the lease agreement <br />calls for a 40 -year term, with option for extensions totaling 50 years. Mr. Godwin also said once <br />the ground lease expires, the City can reclaim any fixed assets left behind. <br />A Motion to authorize the City Manager to execute a ground lease, pending approval by <br />the Airport Advisory Board was made by Mayor Clifford, and seconded by Council Member <br />Trenado. Motion carried, 6 ayes — 0 nays. <br />11. Discuss and act on ORDINANCE NO. 2018-023: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE ISSUANCE OF <br />A SOLID WASTE COLLECTION PERMIT TO COUNTY WASTE COLLECTIONS, <br />LLC, D/B/A TRASHY BUSINESS, FOR THE PURPOSE OF ENGAGING IN THE <br />BUSINESS OF COLLECTING AND/OR TRANSPORTING SOLID WASTE FROM <br />COMMERCIAL AND INDUSTRIAL UNITS WITHIN THE CITY LIMITS OF THE <br />CITY OF PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE <br />FOR ISSUANCE OF SAID PERMIT; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />Mayor Clifford said items 11-13 pertained to the three solid waste haulers who were <br />applying for their annual permits. <br />A Motion to approve this item was made by Mayor Clifford, and seconded by Council <br />Member Portugal. Motion carried, 6 ayes — 0 nays. <br />12.
