<br />RESOLUTION NO. 96 -004 <br /> <br />WHEREAS, the ARK-TEX COUNCIL OF GOVERNMENTS IN <br />COOPERATION WITH THE TEXAS NATURAL RESOURCE CONSERVATION <br />COMMISSION provides funding for Solid Waste grants; and, <br /> <br />WHEREAS, the City Council of the City of Paris is desirous of processing <br />a grant application for FY 1996 Solid Waste Grant, Category 1: Waste Reduction <br />and Recycling, at a total cost of $59,002.72 with $22,500.00 provided by grant and <br />$36,502.72, monetary equivalent, to be provided by the City of Paris in the form of <br />in-kind services; and, <br /> <br />WHEREAS, the City Manager of the City of Paris did execute an application <br />on January 4, 1996, which execution should be in all things ratified; NOW, <br />THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS: <br /> <br />1. That the application made to the ARK-TEX COUNCIL OF <br />GOVERNMENTS IN COOPERATION WITH THE TEXAS NATURAL <br />RESOURCE CONSERV A TION COMMISSION for a I<'Y 1996 Solid Waste Grant, <br />Category 1: Waste Reduction and Recycling, in the amount of $22,500.00, being <br />approximately 38.1 % of the estimated cost of the proposed project, with the City <br />of Paris providing $36,502.72 in the form of in-kind services is hereby ratified and <br />the form of such application is approved. <br /> <br />2. That Michael E. Malone, City Manager of the City of Paris, be, and <br />he is hereby appointed as the Authorized Representative, of said project and the <br />execution of the application for grant in the form attached hereto as Exhibit A on <br />January 4, 1996, is hereby ratified. <br /> <br />3. That Thomas E. Haynes, be, and he is hereby appointed as Project <br />Director and is hereby authorized to execute and deliver on behalf of the City of <br />Paris all reports, communications, assurances, and documents necessary for the <br />completion of said project. <br /> <br />4. That W. E. Anderson, Director of Finance, be, and he is hereby <br />authorized and directed to serve as the financial Officer for said project and to <br />receive and distribute funds for purposes of the other solid waste management <br />projects. <br /> <br />PASSED AND ADOPTED Ihl, 8th dAy of 1~ <br /> <br /> <br />Eric S.
