Regular Council Meeting September 24, 2018 Page 3 City Engineer Carla Easton explained the applicant wanted to convert the real estate office to a retail antique store. She said the Planning and Zoning Commission, as well as staff recommended approval. Mayor Pro -Tem Hughes opened the public hearing and asked for anyone wishing to speak in support or opposition of this item, to please come forward. Property owner John Bell spoke in support of the zoning change. With no one else speaking, Mayor Pro -Tem Hughes closed the public hearing. A Motion to approve the zoning change was made by Council Member Pilgrim and seconded by Council Member Knox. Motion carried, 6 ayes — 0 nays. 15. Conduct a public hearing, discuss and act on ORDINANCE NO. 2018-030: AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE CITY BLOCK 315, LOT 6, BEING LOCATED AT 3703 LAMAR AVENUE, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A GENERAL RETAIL DISTRICT (GR) TO A GENERAL RETAIL DISTRICT (GR) WITH A SPECIFIC USE PERMIT (SUP) FOR A PERMANENT MAKE-UP MICRO-BLADING TATTOO SALON; DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Discuss and act on ORDINANCE NO. 2018-031: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE ISSUANCE OF A SOLID WASTE COLLECTION PERMIT TO BRADLEY PENNINGTON D/B/A COUNTY TRASH SERVICE LLC FOR THE PURPOSE OF ENGAGING IN THE BUSINESS OF COLLECTING AND/OR TRANSPORTING SOLID WASTE FROM COMMERCIAL AND INDUSTRIAL UNITS WITHIN THE CITY LIMITS OF PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE OF SAID PERMIT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
