Item No. 8 <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Thomas McMonagle, Assistant Fire Chief <br />SUBJECT: GRANT FROM FEDERAL EMERGENCY MANAGEMENT AGENCY <br />DATE: September 25, 2018 <br />BACKGROUND: The Centers for Disease Control and Prevention have identified the <br />hazards presented by diesel engine emissions, and determined exhaust should be regarded as a <br />potential occupational carcinogen. Diesel engine emissions have been linked to cancer and <br />respiratory illness, including asthma. Due to the understanding of the effects of ingesting and <br />absorbing particulates and gases from diesel engine emissions that exist within fire stations, <br />vehicle exhaust removal systems within fire stations are considered a critical component to <br />combat potential health hazards. <br />STATUS OF ISSUE: Approximately eight months ago the Paris Fire Department made <br />application for an "Assistance to Firefighters Grant" through the Federal Emergency <br />Management Agency to purchase and install diesel ventilation systems in all three fire stations to <br />capture diesel exhaust. Friday, July 13, 2018 we were officially notified by Congressman <br />Ratcliff s office that we had been awarded an $83,182.00 grant for that purchase and installation. <br />This grant requires a 10% match from the City of Paris. <br />A request for sealed bids with a turnkey cost for installation in all three stations was advertised <br />on August 19th and August 26th, 2018, and two (2) proposals were received; Air Cleaning <br />Technologies, Inc. (Plymovent), and Clean Air Concepts (MagneGrip). The sealed bids were <br />opened on September 13, 2018 at 2:00 pm in City Council chambers. Air Cleaning <br />Technologies, Inc. (Plymovent) submitted the low bid with a proposal of $89,900.00. <br />BUDGET: 10% of cost, or $8,990.00 <br />RECOMMENDATION: Utilize the FEMA grant and award a contract to Air Cleaning <br />Technologies to install diesel exhaust systems in all three (3) fire stations. <br />
