Item No. 11 <br />TO: Planning & Zoning Commission <br />Carla Easton, P.E., City Engineer <br />FROM: John Godwin, City Manager <br />SUBJECT: ZONING CHANGE, 835 24TH SE <br />DATE: October 7, 2018 <br />BACKGROUND: Lynda Pranulis has applied for a zoning change on an occupied lot at 835 24th <br />Street SE. The purpose of this request is to change the zoning from General Retail to General <br />Retail with a Special Use Permit in order to add permanent cosmetic tattooing into an existing <br />salon. <br />STATUS OF ISSUE: This request is for an existing business, Hair Industry and Ultra Tan, in a <br />small retail center in a generally established retail area, at the relatively highly -trafficked <br />intersection of 24th and Clarksville. This area is now zoned either Public Land (for Paris Junior <br />College) or General Retail, and the future land use plan calls for those zonings to remain <br />unchanged. The commission and city council previously discussed and approved requests very <br />much like this one (as recently as September 18) when other existing shops, inside an existing <br />building, desired to add only these new services. No other tattooing activities are requested or <br />would be allowed based on the SUP approval language. <br />At is October 1 meeting, the planning and zoning commission recommended in favor, 6-0. <br />RECOMMENDATION: Recommend to the city council a zoning change from General Retail to <br />General Retail -SUP <br />
