RESOLUTION NO. 2018-026 A RESOLUTION OF THE CITY COUNCIL OF PARIS, TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF AGRICULTURE FOR THE TEXAS CAPITAL FUND MAIN STREET PROGRAM; AND AUTHORIZING THE CITY MAYOR OR CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM WHEREAS, The City Council of the City of Paris, Texas desires to develop a viable urban community, including a suitable living environment and expanding economic opportunities, principally for persons of low -to -moderate income; and WHEREAS, the downtown area has a predominance of buildings, curbs and sidewalks that are deteriorated due to age, lack of drainage and other reasons, which qualify as slum or blighted. Certain conditions exist which represent a threat to the public health and safety (i.e. deteriorated roadways and sidewalks, sidewalks with no accessibility ramps, no storm water drainage);and WHEREAS, The City Council hereby authorizes submission of an application for the elimination of slum/blight conditions in various areas along North Main Street from north of Lamar Avenue to north of Price Street, and along Houston Street west of North Main Street to include: Sidewalk/Accessibility Improvements $250,000.00 Matching Funds (Administration/Construction/Engineering) $ 75,000.00 WHEREAS, it is necessary and in the best interests of the City of Paris to apply for funding under the Texas Community Development Block Grant Program, Texas Capital Fund Main Street Program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: 1. That a Texas Community Development Block Grant Program application for the Texas Capital Fund Main Street Program is hereby authorized to be filed on behalf of the City with the Texas Department of Agriculture. 2. The City Council hereby designates the following blighted area as the Paris Downtown Area as it applies to the Texas Capital Fund Main Street Program Grant Application: The new project limits will be on North Main Street from north of Lamar Avenue to north of Price Street, and along Houston Street west of North Main Street; a map of which is attached hereto.
