(B) Coordinate Improvement Activities — A downtown plan helps to coordinate the investment and <br />use functions of the private sector with the capital investment and service programs of the public <br />sector. <br />(C) Provide Guidance to PropertV Owners and Developers — The downtown plan serves as the source <br />of public policy regarding the downtown. <br />(D) Market Downtown Investment and Development — The downtown plan, with its statements of <br />actions and its vision for downtown development, serves to provide direction for the collective <br />marketing of downtown as a center of attraction and activity, and as a place of investment for <br />both the public and private sectors. <br />Downtown infrastructure improvements have been made slowly due to funding, but methodically, <br />including period lighting, very many trees, and improved ADA -compliant sidewalks, using a combination of <br />local and CDBG funds. The city completed a downtown development plan in 2018 (Attachment A) This <br />was followed up by contracting with the Toole Design Group to recommend changes to traffic <br />infrastructure and to identify and preliminarily design public gathering spaces. The most important result <br />of this study is the determination to eliminate all traffic signals and all one-way streets in downtown. This <br />will have the much desired effect of slowing traffic, enhancing safety and walkability, and making trip <br />generation and completion more efficient. (Attachment B) <br />18 <br />
