SECTION 13: THE COMPREHENSIVE PLAN IMPLEMENTATION TOOLS <br />1. Introduction. <br />When referring to the success of the D—Day Invasion at Normandy, France, General Eisenhower <br />stated that "A plan is critical and fundamental, but plan implementation is everything." And so it is <br />true of any worthwhile plan; it must be implemented to be realized. Too often in American city <br />planning functions, city officials will state "yes, we have a comprehensive plan, but that's been <br />sitting on a shelf, gathering dust for a long time." That, obviously, is unacceptable. The Paris city <br />staff is committed to implementing all of its plans, which includes updating them when and if <br />needed. <br />This section of this 2018 update, therefore, lists the well -accepted comprehensive plan <br />implementation tools that have been the traditional tools used to realize such plans. They have <br />been successfully used in many American cities for many years. <br />2. Day -to -Day Use of the Plan. The most effective means of implementing a comprehensive plan is to <br />use it in the day-to-day administration of public affairs and decision-making. This process should be <br />a fundamental responsibility and requirement of the city staff that is charged with processing <br />development reviews and all other projects related to the physical development of Paris. Further, <br />the plan recommendations should be recognized and considered (when required) by appropriate <br />city boards and commissions, especially by the Planning and Zoning Commission as well as the Paris <br />City Council. <br />3. Periodic Update of the Plan. Also, to be effective, a plan must be revised periodically as necessary. <br />This is necessary to keep the plan compatible with changing physical, social, and economic <br />conditions, and to also maintain the plan as a useful and functional document for the public and <br />private sectors. The initiation of a plan update process is the tasks of the city's planning staff. A <br />well -accepted procedure is to provide a general review of the plan annually and as required, modify <br />the plan whenever substantial changes in the communities situation warrants a modification to the <br />plan; this oftentimes occurs between three to five (or more) years after adoption of the current city <br />plan. <br />4. A List of Comprehensive Plan Implementation Tools. <br />• Don't let the plan "sit on the shelf and gather dust." <br />• Public Acceptance by Citizens <br />• Actions by the Planning and Zoning Commission <br />• Adoption, Use, and Review of the Comprehensive Plan by the City Council <br />• Staff Review and Update of the Plan <br />• Zoning Ordinance <br />• Subdivision Regulations <br />• Economic Development <br />30 <br />
