8/21/18 <br />ATTACHMENT A: PARIS DOWNTOWN PLAN <br />1. PHYSICAL INFRASTRUCTURE to FACILITATE UTILITY and SAFETY <br />1.1 Replace all downtown sidewalks, using a combination of local and CDBG funding, as well as private funds <br />through a 50/50 matching program with contiguous property owners. Walks shall include trees, <br />benches, period lighting, and trash receptacles, and must be fully ADA compliant. <br />1.2 Widen specific sidewalk segments to expand public spaces, thereby encouraging pedestrian activity and <br />outdoor sitting, enhancing safety, improving aesthetics, and offering areas for formal and informal <br />outdoor dining. <br />1.3 Construct bump -outs and other physical features to slow vehicular traffic. Chicanes shall be constructed <br />of materials unique from sidewalks and other paving, and shall include landscaping features where <br />practical. <br />1.4 Replace city water and wastewater mains and provide ready access for future redevelopment requiring <br />common standpipes and/or other water supply connections. <br />1.5 Plan, budget, and construct public parking, to include lighting, signage, and landscaping, consistent with <br />an adopted master site plan. <br />1.6 Develop and implement a tree -planting program to dramatically improve aesthetics, air quality, and <br />overall shade. <br />1.7 In order to create an attractive, welcoming demarcation of downtown, design, fund -raise for, and <br />construct a heavily landscaped Memorial Plaza along the northern edge of the courthouse property, to <br />include seating capstones, pavers, signage, mesquite trees, and electric charger stations. <br />1.8 Assist Lamar County in constructing a new parking area north of the county courthouse. <br />1.9 Construct and maintain a trailhead parking area, utilizing county land on Hearn near 4th Street SW, re- <br />utilizing an existing concrete pad site. <br />1 <br />
