<br />RESOLUTION NO. 96-128 <br /> <br />WHEREAS, under the provisions of the Anti-Drug Abuse Act of 1988 <br />(Public Law 100-690), Texas will receive federal funds to provide funding for the <br />Texas Narcotics Control Program (TNCP), Regional Controlled Substance <br />Apprehension Program, and the Criminal Justice Division, Office of the Governor, <br />has been designated to administer the program in the form of grants to units of <br />government; and, <br /> <br />WHEREAS, the City Council of the City of Paris deems it to be in the best <br />interests of the citizens of Paris to seek such assistance which will focus on drug law <br />enforcement; and, <br /> <br />WHEREAS, if such application for grant assistance is approved, the project <br />is to be funded by 75 % federal funds totaling $331,740.00 and 25 % local matching <br />funds totaling $110,580.00 divided between five entities, with the City of Paris' <br />share of matching funds being $22,116.00; NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL 01<' THE CITY OF <br />PARIS: <br /> <br />I. That an application be made to the Texas Narcotics Control Program, <br />Oft'ice of the Governor, Criminal Justice Division, for A Texas Narcotics Control <br />Program, Regional Controlled Substance Apprehension Program, and if such <br />application for grant assistance is approved, the project is to be funded by 75 % <br />federal funds totaling $331,740.00 and 25 % local matching funds totaling <br />$110,580.00 divided between five entities, with the City of Paris' share of matching <br />funds being $22,116.00. <br /> <br />2. That Michael E. Malone, City Manager of the City of Paris, be, and <br />he is hereby, appointed as the Authorized Official of said project and is authorized <br />and directed to execute, on behalf of the City of Paris, the application for grant in <br />the form attached hereto as Exhibit A. <br /> <br />3. That Karl Louis, Chief, Paris Police Department, be, and he is <br />hereby, appointed as Project Director and is hereby authorized to execute and <br />deliver, on behalf of the City of Paris, all reports, communications, assurances, <br />contracts, and documents necessary for the completion of said project. <br /> <br />4. That W. E. Anderson, Director of Finance, be, and he is hereby, <br />authorized and directed to serve as the Financial Oft'icer for said project and to <br />receive and distribute funds for purposes of said project. <br /> <br />PASSED AND ADOPTED this 11th day of November, 1996. <br /> <br /> <br />Eric S.
