RE '.ULAR MEETING MT -TES <br />CITY OF PARLS HIST _ RIC PRESER ATION _ °;' MMISSION <br />DECEMBI:t R 12 2018 <br />Present: <br />Chris Dux, Chairman <br />Randy Hider, Secretary <br />Linda Vandiver <br />Glee Emmite <br />Cmc - .root, naw.asi <br />Guests: <br />Don Moffitt <br />Paul Denney <br />Absent: <br />Mike Lazar <br />Matt Coyle, Vice Chair <br />Sarah Barbee <br />Linda Knox, Council Liaison <br />Prior to the meeting the commissioners met with Don Moffitt of Moffitt Financial Co. and took <br />a group photo presenting him with a fagade grant check for the amount of $2500. <br />Commissioner Dux called the meeting to order at 4:03 Am. <br />The November 14, 2018 meeting minutes were approved by acclamation. <br />Randy Hider led discussion on his frustration with property owners on S. Church Street and <br />the need for stricter code enforcement in the residential historic district. He was concerned <br />with cars parked in yards, couches on porches, people living in campers, and general trash <br />in the area and the effect it has on redevelopment. He noted there were some that didn't take <br />care of their property for various reasons, and there is need for more accountability if there <br />is going to be any redevelopment. He owns some vacant lots and has considered them for <br />new housing, and has a home for sale, but has had challenges with the blighted area on <br />Church Street south of Washington and feels there would not be the return on investment, and <br />prospective buyers are scared off by the blight in the neighborhood. <br />Commissioner Vandiver asked if Commissioner Hider had addressed the neighbors about <br />improvement of their property. She said some of this should be neighborhood led, and maybe <br />Randy should contact the neighbors who ARE keeping up their properties and enlist their <br />help and cooperation. A group effort would be more effective than one individual working on <br />it alone. In addition, those other neighbors might have suggestions that could be helpful. <br />Commissioner Emmite suggested a newsletter to the property owners educating them on the <br />economics of a historic district. <br />Commissioner Dux suggested the commission lead a meet and greet with the neighborhood <br />in the residential district to help jumpstart the neighborhood meeting about the economics of <br />preservation. <br />Highlight the areas listed below: <br />1.
