Item No. 14 <br />TO: Mayor & Council <br />FROM: John Godwin, City Manager <br />SUBJECT: ZONING CHANGE, 2024 BONHAM STREET <br />DATE: January 8, 2019 <br />BACKGROUND: Estela Ortega has requested a zoning change from Single Family (SF -2) to <br />General Retail (GR) for the purpose of establishing a restaurant use at this currently vacant, <br />0.235 acre site. The applicant anticipates operating a food truck on the site initially, then <br />subsequently constructing and operating a traditional brick -and -mortar restaurant. The owner <br />also owns the vacant lot immediately north. <br />STATUS OF ISSUE: Despite the current residential zoning, there are a number of existing non- <br />residential uses in close proximity, including other food service establishments, an empty bank <br />building, a fire station, and several retail uses. Of course, Bonham has significant traffic counts, <br />so noise and additional traffic should not be issues. The future land use plan calls for this lot to <br />eventually become GR, so the request is consistent with the city's recently updated plan. The <br />lot, facing Bonham, should be able to handle this use adequately. <br />The planning and zoning commission met and conducted a public hearing on this request on <br />January 7. No one spoke for or against the request. The commission recommended approval by <br />a vote of 7-0. <br />RECOMMENDATION: Approve a zoning change from SF -2 Residential to General Retail. <br />
