Item No. 18 <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, City Engineer <br />SUBJECT: CHURCH STREET CONSTRUCTION CONTRACT CHANGE ORDER — <br />CONCRETE PAVING <br />DATE: January 19, 2019 <br />BACKGROUND: In July 2018, a construction contract was awarded to Richard Drake <br />Construction (RDC) in the amount of $2,922,117.65 for the reconstruction of Church Street from <br />Hearne to Clarksville. The project consists of full depth asphalt pavement with concrete curb <br />and gutter, sidewalks, and water and sewer utility improvements. The project bid documents <br />included an alternate bid for a concrete pavement section. RDC's alternate bid for concrete was <br />$23,974.17 more than the asphalt bid, and given the overall design and long term operations and <br />maintenance considerations, staff recommended approval of the asphalt pavement section. The <br />contract time for completion of the project is 300 calendar days, and time commenced October 1, <br />2018. <br />STATUS OF ISSUE: Significant progress was made on the sewer installation from Hearne to <br />Washington in October and November, despite wet weather. In early December, RDC began the <br />first phases of pavement preparation with lime stabilization of the subgrade. This process <br />typically takes 7 to 10 days, after which the first layers of asphalt can be applied. It has rained <br />consistently each week since this process was started, leaving the subgrade saturated, and the <br />road impassable. Until there is sufficient sunshine and wind to dry out the subgrade, the asphalt <br />base cannot be installed. RDC has requested a contract time extension of 29 days due to wet <br />weather from October through December. <br />As an alternative to waiting for better weather, RDC has requested that we consider a change to <br />concrete paving. This would allow them to proceed with paving operations without being so <br />vulnerable to the wet weather conditions, which has the potential to get worse as we approach <br />the spring months. This change would increase the original contract amount by $23,974.17. <br />Representatives from RDC will be present at the January 28 council meeting to make their <br />request to alter the current plan of work. <br />
