<br />RESOLUTION NO. 95-078 <br /> <br />WHEREAS, the State of Texas through the Texas Department of Transportation provides <br />funding for airport improvement projects and, <br /> <br />WHEREAS, the City Council of the City of Paris is desirous of requesting financial assistance <br />for airport improvement projects at Cox Field Airport, Paris, Texas for taxiway improvements, <br />drainage improvements, navigational aids and terminal reconstruction, at a total cost of $630,000.00, <br />with $407,000.00 to be provided by the State of Texas, and $223,000.00 to be provided by the City <br />of Paris in the form of local contribution funds and in kind services as authorized; <br /> <br />WHEREAS, the Texas Department of Transportation requires that it be designated the agent <br />for the City of Paris for the purposes of receiving and disbursing all funds for these improvements and <br />for the administration of contracts necessary for the implementation of said improvements; NOW, <br />THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL 01<' THE CITY 01<' PARIS: <br /> <br />I. That request be made to the Texas Department of Transportation for financial assistance <br />for airport improvement projects in the total amount of $407,000.00 as follows: I) $207,000.00, being <br />approximately 90 % of the estimated cost of installing a segmented circle, reconstructing hanger access <br />taxiway, overlaying hanger access taxiway, constructing drainage improvements and installing erosion, <br />sedimentation controls at Cox Field Airport, with the City of Paris providing $23,000.00 in funds and <br />in kind services as authorized; and 2) $200,000.00 being approximately 50% of the estimated cost <br />of constructing a new terminal at Cox Field Airport, with the City of Paris providing $200,000.00 in <br />funds and in kind services as authorized. <br /> <br />2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby <br />appointed as the Authorized Official of said project and is authorized and directed to execute on behalf <br />of the City of Paris the letter of intent in the form attached hereto as Exhibit A, and at the appropriate <br />time, and with the appropriate authorizations of this governing body, all contracts and agreements with <br />the State of Texas, represented by the Texas Department of Transportation, and such other parties as <br />shall be necessary and appropriate for the implementation of the improvements to the Cox Field <br />Airport. <br /> <br />3. That the Texas Department of Transportation, be, and it is hereby authorized and <br />directed to serve as the City of Paris' agent for the purposes of receiving and disbursing all funds for <br />the above referenced projects at Cox Field Airport and for the administration of contracts necessary <br />for the implementation of said improvements. <br /> <br />BE IT FURTHER RESOLVED, that the Director of Finance, Gene Anderson, be, and he is <br />hereby authorized and directed to make payment to the Texas Department of Transportation as directed <br />in accordance with the letter of intent, attached hereto as Exhibit A, as necessary to fund the City of <br />Paris' portion of such project. <br /> <br />PASSED AND ADOPTED this 10th day of J <br /> <br />
