RESOLUTION NO. 2019- A RESOLUTION CALLING A SPECIAL ELECTION BY THE QUALIFIED VOTERS OF THE CITY OF PARIS, TEXAS ON MAY 4, 2019 ON THE QUESTION OF DESIGNATING THE MAKING OF RENOVATIONS, REPAIRS AND OTHER IMPROVEMENTS TO THE CITY'S LOVE CIVIC CENTER AS A VENUE PROJECT, APPROVING AN INCREASE IN THE HOTEL OCCUPANCY TAX IN THE CITY AND DESIGNATING METHODS OF FINANCING FOR THE VENUE PROJECT IN ACCORDANCE WITH CHAPTER 334, TEXAS LOCAL GOVERNMENT CODE, AS AMENDED; PROVIDING FOR ELECTION DAY VOTING AND EARLY VOTING; DESIGNATING POLLING PLACES; APPOINTING ELECTION OFFICIALS; PROVIDING FOR NOTICE OF THE ELECTION; AUTHORIZING AN AGREEMENT WITH THE LAMAR COUNTY ELECTIONS ADMINISTRATOR FOR ELECTION SERVICES; APPOINTING AN EARLY VOTING BALLOT BOARD; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED COMPLIED WITH THE TEXAS OPEN MEETINGS ACT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, in Resolution No. 2019-003 the City Council of the City of Paris, Texas (the "City") designated the Love Civic Center, and in particular the making of renovations, repairs and other improvements thereto, a "Venue Project" (referred to herein as the "Venue Project") and declared its intention to finance and to provide for the undertaking of the Venue Project, all pursuant to the authority granted by Chapter 334, Texas Local Government Code (the "Act"); and WHEREAS, the City has received a determination from the Comptroller of Public Accounts that the Venue Project will not have a significant negative fiscal impact on state revenue, as required by the Act; and WHEREAS, pursuant to the Act, the City Council deems it advisable to call a special election on the question of authorizing the Venue Project and authorizing an additional hotel occupancy tax at a rate not to exceed two percent (2%); and WHEREAS, it is hereby officially found and determined that holding the hereinafter called election on the date set forth below is in the public interest; and that the meeting was open to the public, and public notice of the time, place and purpose of the meeting was given, all as required by Chapter 551, Texas Government Code.
