Item No. 17 <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: CONVERT WEST 2ND TO TWO-WAY TRAFFIC <br />DATE: February 2, 2019 <br />BACKGROUND: For several months in 2015 we considered and evaluated the advantages of <br />eliminating some or all of the one-way streets in downtown Paris. The city controlled six one- <br />way streets in downtown at that time, each of which we examined, and each of which was <br />addressed by the Traffic Commission. The commission recommended changing Houston, Price, <br />West 2nd Street (SW and NW), and 3 d Street SW, from one-way to two-way traffic. Houston <br />and Price were changed in spring 2015 with minimal issues, and have worked well since. In <br />May 2017 we converted 3`d SW. <br />STATUS OF ISSUE: Consistent with our newly adopted downtown plan, we intend to convert <br />all other one-way streets in downtown to two-way traffic (with the possible exception of 1st SE <br />below Kaufman), including the TXDOT controlled streets (Main, Grand, Lamar, West 1st, <br />Bonham, Clarksville). Our 2019 interim plan calls for West 2A to be converted, so we are <br />bringing that to the council for adoption of an ordinance approving the conversion. We will <br />delay the changeover a few weeks before it becomes fully effective in order to assure affected <br />parties are made aware of the change. <br />BUDGET: Approximately $1,200 for changes to signs and road markings. <br />RECOMMENDATION: Approve ordinance converting West 2nd Street to two-way traffic. <br />
