RESOLUTION NO. 2019- 007 <br />A RESOLUTION CALLING A SPECIAL ELECTION BY <br />THE QUALIFIED VOTERS OF THE CITY OF PARIS, <br />TEXAS ON MAY 4, 2019 ON THE QUESTION OF <br />DESIGNATING THE MAKING OF RENOVATIONS, <br />REPAIRS AND OTHER IMPROVEMENTS TO THE <br />CITY'S LOVE CIVIC CENTER AS A VENUE PROJECT, <br />APPROVING AN INCREASE IN THE HOTEL <br />OCCUPANCY TAX IN THE CITY AND DESIGNATING <br />METHODS OF FINANCING FOR THE VENUE PROJECT <br />IN ACCORDANCE WITH CHAPTER 334, TEXAS LOCAL <br />GOVERNMENT CODE, AS AMENDED; PROVIDING FOR <br />ELECTION DAY VOTING AND EARLY VOTING; <br />DESIGNATING POLLING PLACES; APPOINTING <br />ELECTION OFFICIALS; PROVIDING FOR NOTICE OF <br />THE ELECTION; AUTHORIZING AN AGREEMENT <br />WITH THE LAMAR COUNTY ELECTIONS <br />ADMINISTRATOR FOR ELECTION SERVICES; <br />APPOINTING AN EARLY VOTING BALLOT BOARD; <br />FINDING AND DETERMINING THAT THE MEETING AT <br />WHICH THIS RESOLUTION WAS PASSED COMPLIED <br />WITH THE TEXAS OPEN MEETINGS ACT; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, in Resolution No. 2019-003 the City Council of the City of Paris, Texas (the <br />"City") designated the Love Civic Center, and in particular the making of renovations, repairs <br />and other improvements thereto, a "Venue Project" (referred to herein as the "Venue Project") <br />and declared its intention to finance and to provide for the undertaking of the Venue Project, all <br />pursuant to the authority granted by Chapter 334, Texas Local Government Code (the "Act"); <br />and <br />WHEREAS, the City has received a determination from the Comptroller of Public <br />Accounts that the Venue Project will not have a significant negative fiscal impact on state <br />revenue, as required by the Act; and <br />WHEREAS, pursuant to the Act, the City Council deems it advisable to call a special <br />election on the question of authorizing the Venue Project and authorizing an additional hotel <br />occupancy tax at a rate not to exceed two percent (2%); and <br />WHEREAS, it is hereby officially found and determined that holding the hereinafter <br />called election on the date set forth below is in the public interest; and that the meeting was open <br />to the public, and public notice of the time, place and purpose of the meeting was given, all as <br />required by Chapter 551, Texas Government Code. <br />
