Regular Council Meeting <br />February 11, 2019 <br />Page 4 <br />City Manager John Godwin said in 2009, the City Council adopted the 2009 Design <br />Standards, including three changes recommended by the Historic Preservation Commission. Mr. <br />Godwin explained the HPC had new recommendations which included regulation of alleys, <br />unique fencing, window and brick repair and restoration in historic structures. <br />Council Member Pilgrim inquired if there was a wooden fence in the historic district that <br />needed to be repaired or replaced would that be allowed. Mr. Godwin said it would be allowed, <br />if there was already a wooden fence at the location. <br />A Motion to approve this item was made by Council Member Knox and seconded by <br />Council Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />16. Discuss and act on ORDINANCE NO. 2019-010: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SECTION 12-5, <br />"SENIORITY PAY," OF CHAPTER 12, "FIRE PREVENTION AND PROTECTION," <br />OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING <br />A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND <br />DECLARING AN EFFECTIVE DATE. <br />Assistant Fire Chief Thomas McMonigle explained this amendment mirrored the one <br />adopted for the police department. He said it adjusted seniority pay for firefighters. Mr. Godwin <br />added that the fire department was about 1 '/2 years behind the police department. He said it <br />would have a minor budget impact, because Assistant Fire Chief McMonigle had been filling in <br />since the retirement of Chief Wright. <br />A Motion to approve this its was made by Mayor Clifford and seconded by Council <br />Member Portugal. Motion carried, 6 ayes — 0 nays. <br />17. Discuss and act on ORDINANCE NO. 2019-011: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING THE TRAFFIC <br />CONTROL MAP ADOPTED IN SECTION 31-65(b), OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS; TO CHANGE TRAFFIC FLOW <br />ON 2 ND STREET S.W. AND N.W. FROM WEST SHERMAN STREET TO WEST <br />HOUSTON STREET FROM A ONE-WAY TO A TWO-WAY STREET; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING <br />A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Godwin said converting West 2A Street to two-way traffic was step three in <br />converting several of the one-way streets in downtown Paris. <br />A Motion to approve this its was made by Council Member Portugal and seconded by <br />Council Member Knox. Motion carried, 6 ayes — 0 nays. <br />
