RESOLUTION N0. 2019-010 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />APPROVING THE SUBMISSION OF A NIBRS CONVERSION GRANT FOR <br />CONVERSION OF PARIS POLICE DEPARTMENT'S RECORDS MANAGEMENT <br />SYSTEM (RMS) FROM UNIFORM CRIME REPORTING SYSTEM TO <br />NATIONAL INCIDENT BASED REPORTING SYSTEM WHICH BECOMES <br />MANDATORY FOR ALL LAW ENFORCEMENT AGENCIES BY 2021; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the City Council of the City of Paris finds it in the best interest of the <br />citizens of the of the City of Paris, Texas that the NIBRS Conversion Project be operated for <br />the 2019-2020 year to convert records as required by 2021; and <br />WHEREAS, the Paris Police Department wishes to apply for grant number 3813801 <br />from the Office of the Governor in the total amount of Twenty one Thousand Six Hundred <br />Dollars and no/100 ($21,600.00) to purchase 12 new software licenses for use in <br />computers in vehicles that will automatically upload NIBRS data into the reporting system, <br />RMS system preparation, data download, application of NIBRS code changes, data <br />conversion and records conversion; and <br />WHEREAS, the City of Paris agrees that in the event of loss or misuse of the Office of <br />the Governor funds, the City of Paris assures that the funds will be returned to the Office of <br />the Governor in full; and <br />WHEREAS, the City of Paris designates the Chief of Police as the grantee's <br />authorized official with the power to apply for, accept, reject, alter, or terminate the grant <br />on behalf of the applicant agency. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this resolution are hereby in <br />all things approved. <br />Section 2. That the City Council finds it in the best interest of the citizens of the City <br />of Paris, Texas that the NIBRS Conversion Project be operated for the 2019-2020 year. <br />Section 3. That Paris Police Department is authorized to apply for grant number <br />3813801 from the Office of the Governor in the amount of Twenty One Thousand Six <br />Hundred Dollars and no/100 ($21,600.00) to purchase 12 new software licenses for use in <br />computers in vehicles that will automatically upload NIBRS data into the reporting system, <br />RMS system preparation, data download, application of NIBRS code changes, data <br />conversion and records conversion. <br />
