<br />RESOLUTION NO. 95-012 <br /> <br />WHEREAS, federal funds from the Surface Transportation Program known as <br />"transportation enhancements" are available for pedestrian and bicycle facilities, as well <br />as for preserving abandoned rail corridors by converting them to trails; and, <br /> <br />WHEREAS, the Texas Department of Transportation has the responsibility for <br />selecting and funding eligible projects within the State, and $50 million worth of projects <br />are expected to be funded in fiscal year 1996; and, <br /> <br />WHEREAS, the RAIL CORRIDOR between Paris and Farmersville is currently <br />being proposed to the Interstate Commerce Commission for abandonment of freight rail <br />service; and, <br /> <br />WHEREAS, railbanking this corridor will preserve the last remaining rail corridor <br />serving the communities of Roxton, Ben Franklin, Pecan Gap, Ladonia, Wolfe City, and <br />Merit; and, <br /> <br />WHEREAS, the Texas Parks and Wildlife Department is willing to file a <br />railbankinglinterim trail use request with the Interstate Commerce Commission on behalf <br />of the interested cities and counties located along the corridor; and, <br /> <br />WHEREAS, the City of Paris seeks to promote opportunities for its citizens, <br />tourism and economic development, and preservation of its natural and historic resources; <br />and, <br /> <br />WHEREAS, the Texas Parks and Wildlife Department and the Texas <br />Department of Transportation are willing to provide technical assistance to the interested <br />cities and counties along the corridor to help them preserve the right of way for railbanking <br />and interim trail use through a partnership arrangement; NOW THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OJ<' THE CITY OF PARIS, that <br />the City of Paris requests that the Texas Parks and Wildlife Department file with the <br />Interstate Commerce Commission for railbanking of the Paris to Farmersville RAIL <br />CORRIDOR, and further requests that the Texas Parks and Wildlife Department and the <br />Texas Department of Transportation, acting on behalf of the cities and counties along <br />the corridor, explore appropriate options to acquire, develop, and manage the corridor for <br />interim trail use. <br /> <br />PASSED AND ADOPTED this 9th day of January, 1995. <br /> <br /> <br />ATTEST: <br /> <br />\. -~.~ <br /> <br />\\._-, <br />
