Item No. 7 <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, PE, City Engineer <br />SUBJECT: 2019 TxCDBG DOWNTOWN SIDEWALKS, ENGINEERING SERVICES <br />DATE: April 1, 2019 <br />BACKGROUND: In 2018, the City applied for a grant through the Texas Capital Fund <br />Community Development Block Grant (TxCDBG) - Main Street Program for an amount up to <br />$250,000 to reconstruct sidewalks in downtown. The proposed project location includes <br />sidewalks along N Main from Lamar to Price, and along Houston St from N Main to 1St NW. <br />Professional services for engineering are needed to develop the plans and specifications for the <br />project. <br />STATUS OF ISSUE: A request for qualifications for engineering services was advertised and <br />three firms responded. Each submittal was evaluated in accordance with the state procurement <br />procedures, and Hayter Engineering Inc. (HEI) was selected as the most qualified firm. <br />The grant amount available for engineering services is $55,000, and includes design, bidding and <br />construction management services. HEI has provided satisfactory services on past projects under <br />the TxCDBG program for the City. <br />BUDGET: The grant requires a 30% match by the City in the amount of $75,000, for a total <br />proposed project cost of $325,000. Funds are designated in the 2018-19 grant fund budget. <br />RECOMMENDATION: Authorize the City Manager to execute a contract for professional <br />engineering services with Hayter Engineering Inc. (HEI) for the TxCDBG-Main Street Project. <br />
