<br />Item No. 9 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Doug Harris, Director of Utilities <br />SUBJECT: 2019 DROUGHT CONTINGENCY/WATER CONSERVATION PLAN <br />DATE: 03/28/2019 <br />BACKGROUND: The Texas Commission on Environmental Quality requires the holder of an <br />existing permit, certified filing, or certificate of adjudication for the appropriation of surface <br />water in the amount of 1,000 acre-feet or more per year for municipal, industrial, other non- <br />irrigation use and each retail and wholesale public water supplier develop, submit, implement <br />and maintain a Drought Contingency/Water Conservation Plan. The initial plan was adopted by <br />ordinance in 2000, followed by ordinance updates in 2005, 2009 and 2014. <br />STATUS OF ISSUE: Updates to the Drought Contingency/Water Conservation are required by <br />the Texas Commission on Environmental Quality every five (5) years. The 2019 plan is an <br />update to existing Ordinance No. 2014-007. <br />BUDGET: There is no fiscal impact on the budget. <br />RECOMMENDATION: Adopt the 2019 Drought Contingency/Water Conservation Plan as a <br />revision to Ordinance No. 2014-007. <br /> <br />
