Regular Council Meeting <br />April 8, 2019 <br />Page 3 <br />SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND <br />PROVIDING AN EFFECTIVE DATE. <br />Utilities Director Doug Harris said the Texas Commission on Environmental Quality <br />required five year updates to the Drought Contingency/Water Conversation Plans, and the last <br />update was in 2014. <br />A Motion to approve this item was made by Council Member Knox and seconded by <br />Council Member Portugal. Motion carried, 5 ayes — 0 nays. <br />10. Discuss and provide direction to city attorney regarding sale of Belford Apartment <br />Building (260 S. Main Street) sheriff's sale. <br />City Attorney Stephanie Harris said the City had a judgment against Boomer Trends <br />Magazine, owner of the Belford Apartments building and the property was auctioned at a <br />sheriff's sale on April 2. Ms. Harris also said no bids were received on the property, and she was <br />seeking direction with regard to a possible second sheriff's sale of the property. Following <br />discussion by the City Council, it was a consensus of the City Council that the property be sent <br />to a second sheriff's sale in May, with the exact same stipulations on the property as the April 2 <br />auction. <br />11. Convene into executive session pursuant to Section 551.074 of the Texas Government <br />Code, (1) to deliberate the appointment, employment, evaluation, reassignment, duties, <br />discipline, or dismissal of a public officer or employee, as follows: annual evaluation of <br />the city manager. <br />Mayor Clifford convened City Council into executive session at 5:42 p.m. <br />12. Reconvene into open session and possibly take action on those matters discussed in <br />executive session. <br />Mayor Clifford reconvened City Council into open session at 7:05 p.m. <br />13. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />Council Member Knox inquired about a date for the council retreat. City Clerk Janice <br />Ellis said they did not have a date, because she had only heard from two Council Members. <br />14. Adjournment. <br />There being no further business, a Motion to adjourn was made by Mayor Clifford and <br />was seconded by Council Members Knox and Portugal. Motion carried, 5 ayes — 0 nays. The <br />meeting was adjourned at 7:05 p.m. <br />
