MINUTES OF REGULAR MEETING <br />AIRPORT ADVISORY BOARD <br />THURSDAY, MARCH 21, 2019 <br />1. Call meeting to order. <br />Meeting called to order at 5:31. All members were present. Also present were Jerry Richey <br />and Brandi Ebbs from JR Aviation; staff members Lance Nicholson and John Godwin <br />(5:42); and council liaison Paula Portugal (5:40). <br />2. Citizens' input. <br />No one appeared. <br />3. ApjiKpyal of minutes of February, 21. 2019 meeting. <br />Scott Avery moved for approval of the minutes, Jimmy Noble seconded; motion passed 7-0. <br />4. Discuss and take action on delinquent hangar rentals. <br />Board received and discussed monthly report; staff will take appropriate actions. <br />5. Discuss Gifford lease details. <br />Godwin brought board up to date on the purchase of three old leases by MIC to consolidate a <br />single hangar building into one large hangar; the new tenants executed the new template <br />ground lease for forty years, and also agreed to complete approximately $40,000 in total <br />improvements. <br />6. Discuss and take action on revising ground leases. <br />Board discussed property taxes on real property such as aircraft, and on capital leases. Brad <br />Meyers moved to approve use of the template ground lease agreement, Avery seconded; <br />motion passed 7-0. <br />v <br />7. Discuss and nwtake action on to generate funds to buildadditional hangars. <br />Anna Spencer initiated discussion, mentioning a pair of grants that had been looked into <br />previously. The value of a plat map was discussed, similar to a layout of a residential <br />development, so that prospective private investors/builders would be able to readily look at <br />opportunities. It was agreed city staff would prepare something akin to a site plan showing <br />utilities, hangar sites, etc. for discussion at a future board meeting. Also discussed the <br />possibility of selling surplus airport land with proceed reinvested back into hangar -related <br />development; staff will report back in May. <br />8. Discu...ss premiums from Lamar County residents versus out-of-town residents. <br />..�.. <br />
