residential structure on the opposite side of a street shall be a minimum of thirty-six (36) <br />feet. No building corner shall be located closer than twenty (20) feet to a dedicated public <br />street or right-of-way. <br />"Sec. 28.5-18 Water and sewer. <br />"The provision of water and sanitary sewer connections to each pad site shall be the <br />responsibility of the developer; the city shall only be responsible for providing wet utilities <br />to the property line. Engineering plans for water and sanitary sewer shall be approved by <br />the city and all requirements of the city shall be complied with. All utilities shall be <br />installed underground. <br />"Sec. 28.5-19 Parking requirements. <br />"Parking shall be provided at a ratio of two parking spaces for each home lot and <br />shall be located adjacent to the home being served. <br />"Sec. 28.5-20 Street and other related requirements. <br />"(a) "No direct access to public streets shall be allowed from individual pad sites. <br />Access into and out of the park shall be designed such that outside traffic will <br />be prevented or discouraged from passing through the park. <br />"(b) Drainage and garbage collection rights-of-way, fire lanes, and utility <br />easements shall be provided as required by the city. This may be <br />accomplished by making all drives within the project easements for vehicular <br />access and service. <br />"(c) Streets shall be provided on the site where necessary to furnish principal <br />traffic ways for convenient access to all homes and other important facilities <br />on the property. Streets shall be privately owned and maintained. The street <br />system shall be designed with blocks of proper size and shape to provide <br />desirable home lots and to reduce excessive length of street construction <br />without impairing convenient circulation and access by normal traffic and <br />emergency vehicles. <br />"(d) The street system shall provide convenient circulation by means of minor <br />streets and properly located collector streets. Closed ends of dead-end <br />streets shall be provided with adequate paved vehicular turning or backing <br />space. A turning circle shall be at least eighty (80) feet in diameter. <br />"(e) Streets shall intersect as near as possible at 90 -degree right angles, and no <br />street shall intersect at less than 75 degrees. Intersections of more than two <br />streets at one point shall be avoided. <br />11 <br />
