Susan Baldwin, 325 York Street, spoke against this petition stating she has had to work <br />hard for everything she has and wants to protect her investment. She does not want <br />apartments/duplexes constructed at this location. Baldwin states the traffic off the Loop is <br />dangerous and has concerns about safety. <br />Billy Hill, 305 York Street, spoke against this petition stating there has been several <br />accidents near this location and duplexes will increase the traffic. He is concerned about <br />safety. <br />Debra George, 2735 SE 3rd Street, spoke against this petition. She states she has lived there <br />since 1997 and has done her research prior to coming to this meeting. George states she <br />has talked to real estate agents that have informed her that property value would decrease <br />if duplex apartments were constructed in this area. George further states she has been <br />advised that it is nearly impossible to sell a home that is next door to a duplex apartment. <br />She states if the builder wants to build a single-family home then she would not be opposed <br />that. <br />Public hearing declared closed. <br />Motion was made by Chad Lindsey, seconded by Keith Flowers to deny this item. Motion <br />carried 6-1 with Sims Norment in opposition. <br />4. Public hearing to consider and take action regarding the petition of the City ofParis, Texas <br />to update Zoning Ordinance No. 1710 of the City of Paris, Texas, specifically establishing <br />regulations for mobile food units and food truck parks/courts. <br />Easton states this item is returning from last month's meeting. The city's zoning ordinance <br />does not provide for mobile food units as a defined land use. We currently have a number <br />of mobile food trucks that operate on a temporary basis in the city and there are no <br />regulations. Easton states we are attempting to address those needs and reviewed the <br />provided draft ordinance with the commission. Commissioners expressed their views on <br />the draft ordinance regarding insurance, hours of operation, portable seating and restroom <br />requirements. <br />Public hearing was declared open. <br />Audie Early states he had a productive meeting with city staff along with several other <br />
