Item No. 10 TO: City Council John Godwin, City Manager FROM: Bob Hundley, Chief of Police SUBJECT: ABTPA GRANT APPLICATION FOR FY 2019-2020 DATE: May 7, 2019 BACKGROUND: The City of Paris began the Northeast Texas Auto Theft Task Force, with the assistance of Auto Burglary and Theft Prevention Authority, in September of 1994. Since that time, for 25 consecutive years, the City of Paris has been approved in continuing with the Task Force under this grant. There are two Paris police detectives assigned to the Task Force paid for by this grant. These officers are allowed to investigate auto thefts and auto burglaries in a number of counties in the Northeast Texas area. Many times, criminals operate beyond jurisdictional lines. STATUS OF ISSUE: The ABTPA has decided to resume taking applications for the grant process this year. The total amount of the grant for 2019/2020 is $151,193.00 including a cash match of $41,149.00 from the city. We ask for Council to approve the application for the grant and authorize the manager to complete certain documents. The ABTPA requires a resolution from the governing body for the grant application. Legislation is still pending in the current session which may increase funding for the program. BUDGET: The grant application will require a $41,149.00 cash match in the 2019-2020 police department budget. RECOMMENDATION: Motion to approve a resolution authorizing the extension of the grant to the Automobile Burglary and Theft Prevention Authority for continuation of the Northeast Texas Auto Theft Task Force and authorizing the City Manager to execute all necessary documents.
